<p>The Centre for Policy Studies (CPS) said children could be taught using military-style discipline.</p>
<p>The plan&#8217;s authors claimed the school would &#8220;keep kids out of gang culture&#8221;.</p>
<p>Tom Burkard, from the CPS, said the proposed &#8220;Phoenix Free School&#8221; would use qualified and unqualified teachers, because &#8220;teacher training is basically training young people not to teach&#8221;.</p>
<p>A report called <a href="http://www.cps.org.uk/cps_catalog2/Something%20can%20be%20done%20Final.pdf">Something Can Be Done</a> has been produced by Mr Burkard and serving officer Captain AK Burki.</p>
<p>Mr Burkard, a former school teacher and a military instructor, said: &#8220;You are told to be a learning facilitator and teach children to manage their own learning.</p>
<p>&#8220;An undergraduate has enough trouble managing their own learning &#8211; take an illiterate pupil growing up in an inner-city estate, to expect them to manage their learning is in the realms of fantasy.&#8221;</p>
<p>&#8216;Enlisting enthusiasm&#8217;</p>
<p>If the plans went ahead, Mr Burkard said the school would also use military-style discipline, which he said many people were opposed to because they did not understand it.</p>
<p>&#8220;Most people in this country think of military discipline from the standpoint of what it was like under national service,&#8221; he said.</p>

<p id="story_continues_2">&#8220;If you have to use your sticks all the time, you are doing something wrong.</p>
<p>&#8220;The job of the officer and the NCO is to enlist the enthusiasm to perform difficult tasks under demanding circumstances.</p>
<p>&#8220;We think these skills in being able to motivate those who come from difficult areas is the one quality which is going to keep kids out of gang culture.&#8221;</p>
<p>Free schools are state-funded but semi-independent, similar to academy schools.</p>
<p>Mr Burkard said Oldham has been considered as a possible venue, but they would start the school in the area where the idea was most popular among parents and the community.</p>
<p>Mr Burkard said his proposals were necessary because of dissatisfaction with existing schools.</p>
<p>&#8220;I respect teachers, but with the amount of micro-management, they are unable to react to situations in the way they see fit,&#8221; he said.</p>
<p>A similar project, called Troops To Teachers, has been run by the US Departments of Education and Defense for 18 years.</p>
<p>&#8216;Deeply worrying&#8217;</p>
<p>Education Secretary Michael Gove has previously described the US system as an ideal example of the coalition government&#8217;s concept of Big Society.</p>
<p>However, Ian Fenn, head teacher of Burnage Media Arts College in Manchester, said he found the idea of having ex-military personnel as teachers &#8220;deeply worrying&#8221;.</p>
<p>&#8220;For the first time in my 30 years of teaching experience, we have a situation where there are graduates with PGCEs, good references and lots of experience who cannot get jobs.</p>
<p>&#8220;If there is no place for these qualified teachers, why would we need any unqualified ones?&#8221;</p>
<p>Speaking on BBC Radio 4&#8242;s Today programme, Mary Bousted, general secretary of the Association of Teachers and Lecturers, said she was &#8220;amazed&#8221; by the proposal.</p>
<p>She said it was not clear what the school would teach, beyond basic numeracy and literacy.</p>
<p>Mr Burkard said pupils would be taught the IGCSE and members of staff would have to have a degree in the subject they were teaching.</p>
<p>However, Ms Bousted said: &#8220;It is simply not true that you have just got your degree subject and then you have experience and you don&#8217;t need to learn how to teach.&#8221;</p>
<p>She said those teaching children needed to understand how to teach, know about different approaches to teaching, including those used internationally.</p>
<p>&#8220;The idea that you can simply take the skills and abilities you have learned in war or on the parade ground or through army manoeuvres and those can be translated, undigested, into teaching without any further training is ridiculous,&#8221; she said.</p>
<p>If given the go-ahead, the school would open in 2013 with one group of Year Seven pupils. It will be expanded each subsequent year.</p>
<p>Mr Burkard said they needed a minimum of 60 pupils for the school to be viable but said they had been overwhelmed by the response so far.</p></blockquote>

			<content:encoded><![CDATA[<blockquote><p>In another disturbing case of the school-to-prison pipeline, the Associated Press is <a href="http://www.huffingtonpost.com/2011/12/01/suit-filed-after-nm-teen-_0_n_1124180.html" target="_blank">reporting</a> that a 13-year-old middle school student in Albuquerque, New Mexico was handcuffed and hauled off to juvenile detention for &#8220;burping audibly&#8221; in class.</p>
<p>According to a lawsuit filed by civil rights attorney <a href="http://www.civilrightslawnewmexico.com/" target="_blank">Shannon Kennedy</a>, only days before this incident, the same student was forced to be strip searched for suspicion of marijuana possession. After five adults inspected the boy in his underwear, nothing was found and he was never charged.</p>
<p>To make matters worse, the parents of the burping bandit were not even notified by the school when he was taken into custody, leaving them to worry for his safety when he didn&#8217;t return home from school.</p>
<p>Unfortunately, this is not an isolated incident for the Albuquerque school system where in the previous year Kennedy won a settlement against the district when they arrested a girl who &#8220;didn&#8217;t want to sit by the stinky boy in class.&#8221;</p>
<p>Kennedy reports that &#8220;200 school kids have been handcuffed and arrested in the last three years for non-violent misdemeanors,&#8221; and that she has several cases she is preparing for the mistreatment of students by Albuquerque school officials and law enforcement enablers.</p>
<p><a href="http://www.aclu.org/racial-justice/school-prison-pipeline" target="_blank">ACLU describes</a> the school-to-prison pipeline as:</p>
<p>a disturbing national trend wherein children are funneled out of public schools and into the juvenile and criminal justice systems. Many of these children have learning disabilities or histories of poverty, abuse or neglect, and would benefit from additional educational and counseling services. Instead, they are isolated, punished and pushed out. &#8216;Zero-tolerance&#8217; policies criminalize minor infractions of school rules.The American Bar Association has <a href="http://www.maine.gov/education/speced/tools/b4se/reports/discipline/policyaba.pdf" target="_blank">condemned</a> these zero-tolerance policies as inherently unjust:</p>
<p>zero tolerance has become a one-size-fits-all solution to all the problems that schools confront. It has redefined students as criminals, with unfortunate consequences …Unfortunately, most current [zero-tolerance] policies eliminate the common sense that comes with discretion and, at great cost to society and to children and families, do little to improve school safety.This lack of common sense when dealing with children seems to be just another symptom of the growing police state mentality in America.  According to many polls, parents and teachers <a href="http://teacher.scholastic.com/writeit/cavalcade/pdf/sept2004/debate_zero_tolerance_p20_21.pdf" target="_blank">overwhelmingly support</a> zero-tolerance policies for weapons, drugs, and violence in schools, but few studies have been done on non-violent infractions &#8212; like burping in class or requesting not to be seated next to a stinky classmate.</p>
<p>According to the <a href="http://www.aps.edu/service-center/documents/studentHandbook.pdf" target="_blank">Albuquerque Student Behavior Handbook</a>, &#8220;The principal has the responsibility to take discretionary action any time the educational process is threatened with disruption.&#8221;  Apparently, burping is enough of a disruption to warrant an arrest according to school officials.</p>
<p>Ultimately, Kennedy will likely win all of her cases at great cost to the local taxpayers who should be outraged at the behavior of their public school and law enforcement officials.</p></blockquote>

<p>Her comments come days after Mr Gove provoked controversy by branding opponents of academies and free schools as “enemies of promise”.</p>

<p>In an interview with The Sunday Telegraph, Dr Sidwell – a senior adviser to Mr Gove, and the official leading the expansion of the Government’s academy schools programme – said that many extra-curricular activities in the independent sector should be offered across the board.</p>

<p>“These wonderful extra-curriculum elements such as wellbeing and CCF did originate in the independent sector but for a number of years they have been there in City Technology Colleges, strong comprehensives and grammars. Good state schools have these things. We must not say we can’t afford it, we find a way,” she said.</p>
<div>
<p>“The all-round curriculum that children need, CCF, debating – that’s not the province of the middle classes, it’s the province of every child.”</p>
<p>The CCF was created in 1948 but its antecedents date back to 1859 when public schools and universities were asked to form volunteer corps.</p>
<p>Today, more than 200 independent schools but only around 60 state schools run CCF units, according to the Ministry of Defence, which sponsors the organisation. Members learn drill and are trained to fire weapons.</p>
<p>In 2008, the then-prime minister Gordon Brown backed a government-commissioned report which said more state schools should sign up to CCF. Although there has been no major rise, it is increasingly offered in academies.</p>
<p>Dr Sidwell, the former chief executive of the Haberdashers’ Aske’s Federation, a cluster of academies in south-east London, said schools needed a balance of extra curricular activities and academic focus.</p>
<p>In comments that will provoke a debate across the state school sector, she suggested that Government performance targets were too low.</p>
<p>Currently, primary schools are considered to be underperforming if less than 60 per cent of pupils reach level 4 – the standard expected of the average 11-year-old – in the maths and English tests taken at age 11.</p>
<p>Some 1,300 primaries fall in to this category. The 200 with the most persistent poor performance have been told they must convert to academies within the year.</p>
<p>At secondary level, the “floor target” for underperformance is 35 per cent of teenagers gaining five good GCSEs including maths and English, rising to 40 per cent this year and 50 per cent by 2015.</p>
<p>But Dr Sidwell said schools should have even higher expectations.</p>
<p>“We need to get well above these floor targets that we fiddle about with. You want your child to do better than level 4. The floor at primary is 60 per cent, but let’s have it higher than that – because even at that you have 40 per cent, nearly half, who are not achieving.</p>
<p>“When you look at secondary, we are saying 35 per cent, rising to 50 per cent, but I believe that we could get to a point where 80 per cent can get GCSE grade C in English and maths and three others. After 11 years of schooling we should be able to do that.”</p>
<p>Many inner-city schools argue that it is impossible to match the standards reached in more affluent areas because they have more pupils from dysfunctional homes who struggle with the basics, disrupt lessons or have special educational needs.</p>
<p>But Dr Sidwell dismissed the link: “I don’t buy that. You can’t buy that can you?” she said. “The famous phrase we hear is &#8216;These children can’t do it.’ But whether it is Deptford or Haringey or Grimsby, those children can do it.”</p>
<p>Dr Sidwell was appointed by Mr Gove last year to the role of Commissioner, which was created by Tony Blair in 2006 with a remit to “challenge schools and local authorities to improve”. The Commissioner, working with civil servants at the Department of Education, is charged with finding sponsors for academy schools and brokering arrangements with them. She is now trying to persuade sponsors of secondary schools to take on primaries.</p>

			<content:encoded><![CDATA[<blockquote><p>With each passing year, the difference between America’s prisons and America’s public schools becomes smaller and smaller.  As you read the rest of this article, you will be absolutely amazed at some of the crazy things that <a title="school children" href="http://www.pakalertpress.com/tag/school-children/" rel="nofollow" target="_blank">school children</a> in America are being arrested for.  When I was growing up, I don’t remember a single police officer ever coming to my school.  Discipline was always handled by the teachers and by the principals.  But today, there are schools all over the country that have police officers permanently stationed in the halls.  Many other schools will call out police officers at the drop of a hat.  In the classrooms of America today, if you burp in class, if you spray yourself with perfume or if you doodle on your desk, there is a chance that you will be arrested by the police and hauled out of your school in handcuffs.  Unfortunately, we live in a country where paranoia has become standard operating procedure.  The American people have become convinced that the only way that we can all be “safe” is for this country to be run like a militarized totalitarian <a title="police state" href="http://www.pakalertpress.com/tag/police-state/">police state</a>.  So our public schools are run like prisons and our public school <a title="students" href="http://www.pakalertpress.com/tag/students/">students</a> are treated like <a title="prisoners" href="http://www.pakalertpress.com/tag/prisoners/">prisoners</a>.  The <a title="United States" href="http://www.pakalertpress.com/tag/united-states/">United States</a> has <a title="the highest incarceration rate in the world" href="http://en.wikipedia.org/wiki/Incarceration_in_the_United_States" target="_blank">the highest incarceration rate in the world</a>by far, and our schools are preparing the next generation to either “do time” in the prison system or to live as good little slaves in the <a title="Big Brother" href="http://www.pakalertpress.com/tag/big-brother/">Big Brother</a><a title="prison grid" href="http://www.pakalertpress.com/tag/prison-grid/">prison grid</a> that is being constructed all around us.  But what our schools are not doing is giving these children the critical thinking skills that they need to live as free citizens in a nation that used to be “the land of the free and the home of the brave”.</p>

<p>Of course very few people would deny that the character of American schoolchildren has changed dramatically over the decades.  Back in the 1950s, some of the biggest school discipline problems were gum chewing and hair pulling.  Today, kids bring knives, guns and drugs with them to school.  Gang activity is rampant in many of our schools and in some schools kids are even <a title="having sex in the school bathrooms" href="http://abcnews.go.com/2020/story?id=123789&amp;page=1#.TyilCflXk3w" rel="nofollow" target="_blank">having sex in the school bathrooms</a>.</p>
<p>So there is definitely a discipline problem in our schools.</p>
<p>But what is going on in many areas of the country is absolutely ridiculous.  For example, in 2010 alone police down in Texas issued an astounding <a title="300,000" href="http://www.guardian.co.uk/world/2012/jan/09/texas-police-schools" rel="nofollow" target="_blank">300,000</a> tickets to <a title="school children" href="http://www.pakalertpress.com/tag/school-children/">school children</a>.</p>
<p>Yes, if a kid pulls a knife on someone the police should get involved, but teachers and administrators should be able to use some common sense and handle the vast majority of discipline problems that happen themselves.</p>
<p>What you are about to read is absolutely going to amaze you.  The following are 19 really crazy things that school children are being arrested for in America….</p>
<p><strong>#1</strong> At one public school down in Texas, a 12-year-old girl named Sarah Bustamantes was recently arrested <a title="for spraying herself with perfume" href="http://www.guardian.co.uk/world/2012/jan/09/texas-police-schools" rel="nofollow" target="_blank">for spraying herself with perfume</a>.</p>
<p><strong>#2</strong> A 13-year-old student at a school in Albuquerque, <a title="New Mexico" href="http://www.pakalertpress.com/tag/new-mexico/" rel="nofollow" target="_blank">New Mexico</a> was recently arrested by police <a title="for burping in class" href="http://www.cbsnews.com/8301-201_162-57334925/student-arrested-for-burping-lawsuit-claims/" target="_blank">for burping in class</a>.</p>
<p><strong>#3</strong> Another student down in Albuquerque was forced to strip down to his underwear while five adults watched because he had <a title="$200 in his pocket" href="http://www.cbsnews.com/8301-201_162-57334925/student-arrested-for-burping-lawsuit-claims/" rel="nofollow" target="_blank">$200 in his pocket</a>.  The student was never formally charged with doing anything wrong.</p>
<p><strong>#4</strong> A security guard at one school in <a title="California" href="http://www.pakalertpress.com/tag/california/" rel="nofollow" target="_blank">California</a> broke the arm of a 16-year-old girl because <a title="she left some crumbs on the floor" href="http://www.youtube.com/watch?v=wk2b_twCCdw" target="_blank">she left some crumbs on the floor</a> after cleaning up some cake that she had spilled.</p>
<p><strong>#5</strong> One teenage couple down in Houston poured milk on each other during a squabble while they were breaking up.  Instead of being sent to see the principal, <a title="they were arrested" href="http://www.guardian.co.uk/world/2012/jan/09/texas-police-schools" rel="nofollow" target="_blank">they were arrested</a> and sent to court.</p>
<p><strong>#6</strong> In early 2010, a 12-year-old girl at a school in Forest Hills, <a title="New York" href="http://www.pakalertpress.com/tag/new-york/" rel="nofollow" target="_blank">New York</a> was arrested by police and marched out of her school in handcuffs <a title="just because she doodled on her desk" href="http://www.cnn.com/2010/CRIME/02/18/new.york.doodle.arrest/index.html?hpt=C1" target="_blank">just because she doodled on her desk</a>. “I love my friends Abby and Faith” was what she reportedly scribbled on her desk.</p>
<p><strong>#7</strong> A 6-year-old girl down in Florida <a title="was recently handcuffed and sent to a mental facility" href="http://www.tcpalm.com/news/2010/feb/11/port-st-lucie-schools-confines-6-year-old-with/" rel="nofollow" target="_blank">was handcuffed and sent to a mental facility</a> after throwing temper tantrums at her elementary school.</p>
<p><strong>#8</strong> One student down in Texas was reportedly arrested by police <a title="for throwing paper airplanes" href="http://www.guardian.co.uk/world/2012/jan/09/texas-police-schools" rel="nofollow" target="_blank">for throwing paper airplanes</a> in class.</p>
<p><strong>#9</strong> A 17-year-old honor student in North Carolina named Ashley Smithwick accidentally took her father’s lunch with her to school.  It contained a small paring knife which he would use to slice up apples.  So what happened to this standout student when the school discovered this?  The school <a title="suspended her for the rest of the year" href="http://www.foxnews.com/us/2010/12/29/nc-high-school-senior-suspended-charged-possesion-small-knife-lunchbox/#" rel="nofollow" target="_blank">suspended her for the rest of the year</a> and the police charged her with a misdemeanor.</p>
<p><strong>#10</strong> In Allentown, Pennsylvania a 14-year-old girl <a title="was tasered in the groin area" href="http://www.youtube.com/watch?v=QaPjJG8NVsY&amp;feature=player_embedded" rel="nofollow" target="_blank">was tasered in the groin area</a> by a school security officer even though she had put up her hands in the air to surrender.</p>
<p><strong>#11</strong> Down in Florida, an 11-year-old student was arrested, thrown in jail and charged with a third-degree felony for bringing <a title="a plastic butter knife" href="http://www.eagleforum.org/educate/2009/june09/zero-tolerance-states.html" rel="nofollow" target="_blank">a plastic butter knife</a> to school.</p>
<p><strong>#12</strong> Back in 2009, an 8-year-old boy in Massachusetts was sent home from school <a title="and was forced to undergo a psychological evaluation" href="http://www.tauntongazette.com/news/x1903566059/Taunton-second-grader-suspended-over-drawing-of-Jesus" rel="nofollow" target="_blank">and was forced to undergo a psychological evaluation</a> because he drew a picture of Jesus on the cross.</p>
<p><strong>#13</strong> A police officer in San Mateo, <a title="California" href="http://www.pakalertpress.com/tag/california/" rel="nofollow" target="_blank">California</a> blasted a 7-year-old special <a title="education" href="http://www.pakalertpress.com/tag/education/">education</a> student in the face <a title="with pepper spray" href="http://www.sfgate.com/cgi-bin/article.cgi?f=/c/a/2011/12/08/MNH91M90CN.DTL" target="_blank">with pepper spray</a> because he would not quit climbing on the furniture.</p>
<p><strong>#14</strong> In America today, even 5-year-old children are treated brutally by police.  The following is from <a title="a recent article" href="http://www.kcra.com/r/29847063/detail.html" rel="nofollow" target="_blank">a recent article</a> that described what happened to one very young student in Stockton, California a while back….</p>
<p><em>Earlier this year, a Stockton student was handcuffed with zip ties on his hands and feet, forced to go to the hospital for a psychiatric evaluation and was charged with battery on a police officer. That student was 5 years old.</em></p>
<p><strong>#15</strong> At one school in Connecticut, a 17-year-old boy was thrown to the floor and <a title="tasered five times" href="http://www.middletownpress.com/articles/2011/06/14/news/doc4df7b12331ec9768149316.txt?viewmode=fullstory" rel="nofollow" target="_blank">tasered five times</a> because he was yelling at a cafeteria worker.</p>
<p><strong>#16</strong> A teenager in suburban Dallas <a title="was recently forced to take on a part-time job" href="http://www.nbcdfw.com/news/weird/Teen-Fined-637-for-Foul-Language-in-Classroom-114879844.html" rel="nofollow" target="_blank">was forced to take on a part-time job</a> after being ticketed for using foul language in one high school classroom.  The original ticket was for $340, but additional fees have raised the total bill to $637.</p>
<p><strong>#17</strong> A few months ago, police were called out when a little girl <a title="kissed a little boy" href="http://www.thesmokinggun.com/buster/cops-called-for-school-kiss-657831" rel="nofollow" target="_blank">kissed a little boy</a> during a physical <a title="education" href="http://www.pakalertpress.com/tag/education/">education</a> class at an elementary school down in Florida.</p>
<p><strong>#18</strong> A 6-year-old boy was recently charged <a title="with sexual battery" href="http://sanfrancisco.cbslocal.com/2012/01/27/hercules-family-battles-playground-sex-assault-claim-against-6-year-old/" rel="nofollow" target="_blank">with sexual battery</a> for some “inappropriate touching” during a game of tag at one elementary school in the <a title="San Francisco" href="http://www.pakalertpress.com/tag/san-francisco/">San Francisco</a> area.</p>
<p><strong>#19</strong> In Massachusetts, police were recently sent out to collect an overdue library book <a title="from a 5-year-old girl" href="http://boston.cbslocal.com/2012/01/02/charlton-library-sends-police-to-collect-overdue-books-from-5-year-old/" rel="nofollow" target="_blank">from a 5-year-old girl</a>.</p>
<p>Unfortunately, what is going on in our schools is a reflection of the broader society as a whole.  Our schools are being turned <a title="into prisons" href="http://endoftheamericandream.com/archives/18-signs-that-life-in-u-s-public-schools-is-now-essentially-equivalent-to-life-in-u-s-prisons" rel="nofollow" target="_blank">into prisons</a> because our entire society is being turned into a <a title="giant prison" href="http://endoftheamericandream.com/archives/30-signs-that-the-united-states-of-america-is-being-turned-into-a-giant-prison" rel="nofollow" target="_blank">giant prison</a>.</p>
<p>Our nation is rapidly heading down the toilet, and the children of this nation do not have a bright future to look forward to.</p>
<p>If the police <strong>really</strong> want to find some <a title="criminals" href="http://www.pakalertpress.com/tag/criminals/">criminals</a>, they should start investigating some of the <strong>sickos</strong> that are in charge of some of these classrooms.</p>
<p>It seems like almost every day now there is a news story about some public school teacher that is involved in some kind of really perverted stuff.</p>
<p>For example, just check out what police down in Los Angeles recently found that one teacher <a title="was hiding" href="http://abclocal.go.com/kabc/story?section=news/local/los_angeles&amp;id=8525694" rel="nofollow" target="_blank">was hiding</a>….</p>
<p><em>A former Los Angeles elementary school teacher has been arrested for felony molestation of nearly two dozen <a title="students" href="http://www.pakalertpress.com/tag/students/">students</a>, accused of gagging children and putting live cockroaches on some of their faces. Deputies say the crimes were committed on campus.</em></p>
<p>Sickos who do that kind of stuff to kids should be punished very severely.</p>
<p>America’s schools are changing, and not for the better.</p>
<p>Personally, I went to public schools all my life, but I would not recommend that anyone send their kids to public schools today.  There is just way too much crazy stuff that goes on.</p>
<p>And our kids are learning less than ever in these public schools.  As I have written about previously, many of them are coming out of the system <a title="as dumb as a rock" href="http://endoftheamericandream.com/archives/dumb-as-a-rock-you-will-be-absolutely-amazed-at-the-things-that-u-s-high-school-students-do-not-know" rel="nofollow" target="_blank">as dumb as a rock</a>.  Instead of teaching our kids how to think critically and examine all sides of an issue, these schools are <a title="indoctrinating our kids" href="http://endoftheamericandream.com/archives/28-signs-that-u-s-public-schools-are-rapidly-being-turned-into-indoctrination-centers-and-prison-camps?utm_source=rss&amp;utm_medium=rss&amp;utm_campaign=28-signs-that-u-s-public-scho" rel="nofollow" target="_blank">indoctrinating our kids</a> and pushing particular social and political agendas on them.</p>
<p>There are a few public schools out there that are still good, but the vast majority of them are horrible.  They are not producing the leaders of tomorrow and they are not preparing the next generation with the tools that they need to survive in a complex world.</p>

<p>The five panel tribunal unanimously decided that Bush and Blair committed genocide and crimes against peace and humanity when they invaded Iraq in 2003 in blatant violation of international law.</p>
<p>The judges ruled that war against Iraq by both the former heads of states was a flagrant abuse of law, act of aggression which amounted to a mass murder of the Iraqi people.</p>
<p>In their verdict, the judges said that the United States, under the leadership of Bush, forged documents to claim that Iraq had weapons of mass destruction.</p>
<p>They further said the findings of the tribunal be made available to members of the Rome Statute and the names of Bush and Blair be entered into a war crimes register.</p>
<p>Both Bush and Blair repeatedly said the so-called war against terror was targeted at terrorists.</p>
